Yes he was in Felicias book it is a name that 855 picks on the plane with a young girl named Sandra. He had her pick a number in the cards he was drawing from and ended up getting the king of diamonds.
Was the victim really Ken Owen? Is there any possibility that 855 was pretending to be Owen's identity for some reason? He can impersonate himself perfectly.
If this person is an accomplice of Henry Bowels, he may have had help in the works. Which would mean there are two possibilities on how it worked out. Bowels took care of the surveillance systems across DC, and maybe Karl went after Owens. Or it may have been reversed.
