    Can you form an Anomalous Zone if there are no Portals nearby?
    Would that create new Portals if it stabilizes?

    If you can form an Anomalous Zone please make it in the Northeast USA. We are starving for action. No anomaly, no NL1331, no Mission Days (not allowed to submit!), nothing even afoot at our Circle Ks!
